European Paper Recycling Council Reports Strong Recycling Rates for 2024


European Paper Recycling Council (EPRC) data reveals that the recycling rate for all paper products, including graphic paper, packaging and tissue, reached 75.1% in 2024. This figure aligns with multi-annual growth trends, demonstrating that the sector remains on track to meet its voluntary recycling target of a 76% recycling rate by 2030.

The report highlights a strong internal market for paper for recycling, despite a slight decrease from recycling rate recorded in 2023. The uptick in 2023 was attributed to a destocking phenomenon experienced across various industrial sectors. However, the 2024 recycling rate of 76% is still consistent with the long-term growth trajectory established by the industry.

The recycling rate is defined as the ratio between the recycling of used paper, including net trade of Paper for Recycling (PfR), and consumption of new paper and board.

“The European market of paper for recycling is well-functioning and that we are well on track to meet our self-imposed recycling target of 76% in Europe by 2030,” said Valeria Salvadori, Chair of the EPRC. “Paper is the most recycled material in the EU and Europe’s paper sector is establishing global benchmarks for recycling rates, which is something I am very proud of. This is the result of a long-standing commitment: the paper industry and its suppliers have been pioneers of Circularity by defining as early as 2002 common understanding and strategies on how to increase paper recycling.”

Europe continues to lead the world in paper recycling, with North America coming second amongst global regions at a recycling rate of 68.2%. The EPRC notes that the large majority of countries in Europe have a recycling rate above 70%. Paper packaging boasts the highest recycling rates among all packaging materials, achieving an impressive 83.1%.

To further increase the recycling rate, the EPRC emphasises the importance of improving collections, enhancing recyclability, and preventing waste through eco-design. Innovation across the value chain and information sharing among all stakeholders involved in the recycling process are also crucial to addressing this systemic issue.

As the EPRC continues to monitor progress, the commitment to sustainable practices and higher recycling targets remains a priority for the European paper industry.
