The Rouen Normandy Metropolis has decided to pre-empt the Chapelle Darblay site in Grand-Couronne (France) in order to entrust it to industrialists for exploitation. As it had announced last 15 October, it has officially used its right of pre-emption. The measure was announced at the last Metropolitan Council meeting on 31 January. Last autumn, UPM France had finally decided to sell the site to the Samfi and Paprec consortium, whose project aims to produce hydrogen and develop a recycling activity. On the other hand, Veolia and Fibre Excellence are working on an alternative project aimed at producing some 400,000 t/year of recycled corrugated case material (CCM).
