Construction of a new paper mill to produce tissue base paper for 3- and 4-ply toilet paper rolls made from virgin pulp is scheduled to begin in autumn 2027.
The equipment supplier contract has been signed, and the payment schedule has been agreed upon. Design work for the production facility is currently nearing completion, with project expertise review as the next step. Building demolition of the repair and maintenance shop, on whose site the new mill will be built, is scheduled to start in the first quarter of 2027.
The project cost exceeds 3 billion rubles. The launch of the first phase, with a capacity of 35,000 tons, is planned for 2029. Following the commissioning of the second phase, total output of virgin pulp tissue base paper at the new mill will reach 70,000 tons.
“This is a major project for our mill,” noted General Director Andrey Fomichev. “The new paper mill will manufacture products that are in high demand on the Russian market. According to expert estimates, annual growth in tissue product manufacturing in our country ranges from 4% to 10%.”
With the startup of the new paper mill at the S.P. Titov Naberezhnye Chelny Paper and Cardboard Mill, a toilet paper manufacturing cluster will be established in Tatarstan. This new cluster will encompass the combined capacity of all companies producing similar products in our republic.
